Thalicia is the Founding Lawyer and Managing Partner of Blair Foreman & Co. She has been admitted to practice in the British Virgin Islands (BVI), a leading offshore jurisdiction and also in Jamaica.  She graduated from the University of the West Indies having obtained a Bachelor of Arts Degree with First Class Honours and Bachelor of Laws Degree with Upper Second Class Honours.

Thalicia was an Associate in the Commercial Law Department at O’Neal Webster, BVI, a Top Tier Law Firm. Her practice in the BVI included the provision of legal advice to major financial centres of the world on the general aspects of Corporate and Commercial Law inclusive of Bilateral and Syndicated Loan Agreements, Securities Law and the establishment of Mutual Funds.   This has resulted in her obtaining a wealth of experience in Corporate and Commercial Law as well as experience in dealing with international clients which she applies to her practice in Jamaica.

In Jamaica, Thalicia represents international companies in several industries such as business consulting, mining, tobacco and telecommunications. She assists those clients and other corporate clients with Intellectual Property Law matters, Company Incorporation, Registering Overseas Companies to do business in Jamaica and drafting and negotiating a wide range of Commercial Agreements. In addition, she provides advice to those clients on general aspects of Jamaican corporate, energy, mining, employment and telecommunications law.

Thalicia also has a significant amount of experience in Tourism and Travel Law. She assists international investors in the tourism industry with obtaining Hotel Licenses, Beach Front Licenses, Aquatic Licences and Domestic Tour Company Licenses. She also assists those investors with Hotel Leasing and Acquisition, obtaining Work Permits and Entry Visas for their foreign employees and drafting Employment Contracts for their senior executives. Thalicia also supports the tourism industry by advising potential investors on Gaming and Casino Law.  

Thalicia's practice in Jamaica also focuses on Construction Law and Real Estate or Property Law.  At Blair Foreman & Co., Thalicia was instrumental in providing legal service to the majority of the construction companies involved in the construction of the environmentally friendly or 'green' global Headquarters of telecommunications giant, Digicel. This Headquarters is the most environmentally friendly major office building in the Caribbean. 

Thalicia is also very involved in programmes in Jamaica which focus on educational development at the primary and secondary school levels. She is a member of the St. Francis Primary School Board.

    Ricardo is an Attorney-at-Law who practices primarily in the areas of Family Law, Property Law Litigation and Civil Litigation at Blair Foreman & Co. He has been admitted to practice in the Barbados and also in Jamaica in 2005.

    Ricardo’s education is diverse, profound and impressive. He graduated from the University of the West Indies having obtained a Bachelor of Science in Political Science and International Relations and Bachelor of Laws Degree with Honors. Ricardo was the recipient of the Humphrey Fulbright Fellowship in Juvenile Law and Child Rights. He obtained from the University of Minnesota Law School, a Postgraduate Certificate in Human Rights Law with emphasis on Child Rights, Children in conflict in the Law and Juvenile Law.

    Ricardo commenced his Legal career in Jamaica as a Clerk of Court or Junior Prosecutor. He thereafter worked as a Legal Officer at the Child Development Agency where he obtained a significant amount of experience in Adoption Law, Child Care and Juvenile Law and General Family Law.
